The recent LAVA conference echoed the uncertainty of the community, yet at the same time, angel investors felt that funding is still available for emerging companies. And it isn't that either of the arguments is unfounded. </font></p> <p align="left"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">The CalTIP program, a seed grant administered by larta on behalf of the state of California, will now play an even more vital role to companies trying to emerge in a hesitant community burned by bad investments. Money is available, yet the rules for who is allocated those funds is shifting.
