IP Review Panels Program A Mechanism for IP Assessment

Summary:
The need for third-party, objective Intellectual Property Review Panels (IP Review Panels) emerged from discussions between several university members of Network T2, a consortium of (primarily) California-based institutions of higher learning. They felt the need for a complementary mechanism for IP assessment to help them evaluate the large number of submissions being sent to them by faculty and researchers, and to make decisions as to the viability of one or another piece of IP for licensing or other commercial arrangement.
Function:
The outside review will be preformed by panelists and will operate in the following way:
I. Execution of Confidentially Disclosure Agreements. As part of the Virtual Bundling Agent (VBA) program that Network T2 and Larta have worked on together for the past year, Larta established a uniform CDA which we can now use it for this program. II. Network T2 members identify and send Larta pertinent information they agree could and would be professionally evaluated by a third party expert panel operating under the aegis of Larta Institute. III. Based on the industry sectors involved, Larta organize subject matter expert panels to review the IP. IV. After each Panel, Larta provide a complete report on each on of the IP cases submitted to the panels and provides it to the originating technology transfer office.
